Abstract

The mid-term evaluation of the ECLAIR programme was based on a survey of all participants, interviews with 16 project co-ordinators and participants, and information provided by programme managers. The report shows that half of the participants are from the private sector (three quarters of these being from SMEs) and one third from industry. The innovative nature of the programme is highlighted by the finding that over 60% of the questionnaire respondents are taking part in EC research for the first time. Over half have formed new linkages and nearly all (95%) expect linkages to last beyond the duration of their current project. Communication within project consortia and with the Commission appears good, with the value of feedback from Commission project officers identified as being very important. Outputs from the programme are already apparent although most projects are only part way completed. Outputs include: production of scientific papers; employment of ECLAIR trainees; short-term exchange/movement of personnel (40% of projects); 24 patent applications and 9 applications to the VALUE programme. Most participants were satisified with the programme and very positive about its aims and progress.
