Empirical evaluation of public information on major industrial risk
Because public information on hazards and emergency advice is a novel element of industrial regulation, there is considerable uncertainty about the best methods to adopt, and about the effectiveness of current information campaigns. Yet the effectiveness of such public information may be crucial for saving life in the event of an accident. After the successful Varese Conference organised by the Commission DG XI and JRC Ispra in May 1989, the Council requested that the Commission draft a practical guide to aid proper and effective implementation of the active public information obligations. The present study was designed to provide background empirical research data which would help to inform this policy development.
