Advanced communications techniques and technologies constitute an essential element in the development of a Community-wide market in telecommunications services and equipment. The RACE programme aims to provide a fertile environment where the prospects for realisation of IBC (Integrated Broadband Communications) in Europe, with all the economic and social advantages that it will bring, are considerably enhanced. The report presents an overview of RACE '92 in the context of the previous phases of the programme, and its rationale. It outlines the objectives and structure of the programme and discusses the four unifying concepts: implementation, engineering, verification and collaboration. It explains the system of programme management, and finally describes the achievements, status, and participants of projects in the eight project lines.
