The FAST programme launched, within the frame of its work programme 1989-1990, a series of studies concerning the role of science and technology in a view of strengthening social and economic cohesion in the Community. The central theme of FAST is RTD policy within the Community and its institutions. The first section of the report gives an overview of each institution's perceptions of the role of the Community RTD policy and the Framework programme in particular. Issues which underscore the RTD policy of each institution and the perceived impact of such a policy on cohesion are highlighted. The second section describes the adopted Framework programmes and their overall orientations and implementation. The apparent impact of the current policy on cohesion is discussed, and the emerging programmes perceived as relevant to cohesion are described. Some of the recent central issues which have been related to cohesion and the place it will assume within the overall policies of the Community are introduced. Finally the interpretation of the role of RTD for Community cohesion as seen from these issues, as well as of the mainstream understanding of cohesion, is discussed.
