The broadened aim of the SPRINT programme initiated in 1983 under the main 5-year phase launched in 1989 is to constitute an action programme concentrating on strategic capabilities for industrial innovation (vertical) and the focus for the development of a cohesive European Community innovation strategy (horizontal). The paper clarifies the rationale for SPRINT, describes its goals, its nature and implementation and analyses how its context has evolved to date. Key concepts within the rationale are technological competence, innovation strategies, innovation management, external technological, financial, or marketing resources for innovations, and networks as a key mode to access these resources, and innovation supporting services.
