The Euratom safeguards system
The objective of this document is to give a broad general outline of all activities of the DCS-EURATOM in Luxembourg. This includes: (i) the safeguards system in Europe and its legal basis (the Euratom Treaty); (ii) presentation of the nuclear material accountability system, in compliance with the procedure 3227/76; (iii) the goals of the Euratom safeguards system, the meaning of terms such as goal quantity, detection time, detection probability and false alarm probability, and the test of hypothesis; (iv) the possible methods for diversion/concealment of nuclear material and falsification of data by the operator, consequent diversion scenarios (gross, partial and defective) and examples; (v) verification of operator's data, inspection schemes for the different types of plant, and sampling schemes; (vi) the main measurement systems used by the inspectorate when carrying out the inspection.
