The Scientific Committee on Cosmetology (SCC) was set up to provide the Commission with informed opinions on any scientific and technical problems arising in connection with cosmetic products and in particular on the substances used in their manufacture, on their composition and on the conditions for their use. Ingredients are classified into four groups on the basis of an assessment of the information provided, in accordance with common guidelines. This report, which presents the outcome of meetings held by the SCC between 1986 and 1990, contains the results of some such assessments. The characteristics reviewed for each ingredient include: (i) oral toxicity; (ii) mutagenicity; (iii) cutaneous and mucous tolerance; (iv) carcinogenicity; (v) teratogenicity; (vi) reproduction toxicity.
