The paper explains public and private initiatives to stimulate the collaboration of research and industry and their interaction with policy makers in order to create favourable conditions for the competitive development of biotechnology in Europe. Emphasis is placed on the six action priorities of the Commission of the European Communities: (i) research and training; (ii) demonstration projects; (iii) new regimes on agricultural outputs for industrial use; (iv) a European approach to regulations affecting biotechnology; (v) a European approach to intellectual property rights in biotechnology; (vi) concertation of biotechnology policies. The development of the concertation action on EC level is described, making reference to the Biotechnology Coordination Committee (BCC), the Concertation Unit for Biotechnology in Europe (CUBE), the Biotechnology Steering Committee (BSC), the Biotechnology Regulation Interservice Committee (BRIC). The article also refers to coordination and advisory initiatives of the biotechnology industry on a European level.
