A client-server application
The ISEI has computerised the process of budgetary planning for the research projects carried out by the Joint Research Centre, whose Institutes are located in various EC countries. Each Institute is responsible for managing its own resources but takes part in research programmes involving more than one Institute. The JRC has a data transmission network which interconnects all of the Institutes and, thanks to the adoption of an open system, allows the use of the instrument most suited to the various requirements of research, ensuring that all systems can be interconnected. The new client-server is a Hewlett-Packard based system, with HP-UX (UNIX) operating system, interconnected to the network with a TCP/IP protocol. Access to the applications can be gained from any work-station, PC or terminal which may be connected to the TCP-IP network. The new procedure allows standard coding of financing programmes, setting of the Institutes' budgets, planning of research, calculation of costs, allocation of human resources, comparison of the results of planning, simulation of various scenarios, and extraction of data.
