The Thermal Oxide Reprocessing Plant (THORP) at Sellafield (UK) is planned to start operating in 1993. It has a design annual throughput of 1200 tes HM containing up to 12 tes of plutonium. The challenge which the plant presented for materials accounting and safeguards is described. The solutions found, based on discussions started in early 1986, are provided, highlighting many novel technical, operational and computerised features. An outline of the planned inspection activities is given.
