Community Documentation Centre on Industrial Risk : Lessons learned from emergencies after accidents in France involving dangerous substances
The purpose of this work is to draw on lessons that are of general interest to the Community member states regarding the emergency action taken in the case of accidents in France involving dangerous substances, in both fixed installations and in transport activities. The first part of the study report outlines the organisation of the people involved in preparing and setting up emergency operations and the corresponding regulated provisions. Especially the case of ground activities has been considered, as particular provisions apply to underground storage. The second part describes eleven accidents which occurred in France which were chosen for their instructive character regarding emergency action. The third part proposes lessons and makes recommendations derived from analysis of these accidents and the many contacts made with different public organisations, experts and operators within the field of this work.
