Abstract

The ACE action was initiated in the context of the actions of assistance (PHARE) of the European Community (EC) to countries of Central and Eastern Europe (CEECs). The general objective of ACE is to help the Eastern European economies to become rapidly better equipped to implement processes of liberalisation and reform. The ACE action consists of a range of activities which support cooperation between professional and academic economists and managers of EC and CEECs in research into economics of transition. The evaluation has been carried out by four independent experts appointed by the Commission in 1992 and concentrates on how well the contracts granted in 1990 and 1991 have contributed to the objectives of the ACE action. The main report consists of: (i) an executive summary; (ii) a general introduction to the ACE action and to the objectives and methods of the evaluation; (iii) the evaluation of the selection procedures; (iv) the evaluation of the management and monitoring; (v) the evaluation of the results; (vi) recommendations. The annexes contain the terms of reference of the evaluation panel, information on ACE operations and procedures and statistical tables on proposals and awards.
