Abstract

This report is the result of a series of meetings on innovation and technology diffusion policy held in Maastricht and Paris. The first chapter briefly introduces and defines some of the main concepts, theoretical assumptions and guiding principles. The second chapter develops the systems view of technical change and sets out the general and conceptual framework used in subsequent chapters. The third chapter examines the long-term goals of diffusion policy, focusing on environmentally sustainable technologies, while the fourth chapter examines short and medium-term policies to improve the competitiveness of European industry and regional cohesion. Finally the report derives conclusions for policy from the systems framework and sets out recommendations for further research.
