Abstract

The Urban Solid Waste Management System (USWMS) involves different connected problems and conflicting objectives. It is therefore difficult to evaluate the various alternatives in planning and managing it. This work concerns the development of a location-allocation model for planning USWMS and heuristic techniques for solving it. The results of the model are the number and location of waste disposal plants, the technology adopted, the amount of waste processed and the service basin of each plant. Particular attention is given to the case of the Italian region of Lombardy, where the regional USWMS law is a useful stimulus for a constructive comparison of the actual system and possible alternatives.
