The PANDORA project has six primary objectives: (i) to develop a comprehensive and re-usable data model for a digital road network database for vehicle navigation; (ii) to provide the UK element (Task 12) of the Benchmark Test put forward by CERCO Working Group VII; (iii) to develop, prototype and demonstrate the methodology, systems and software; (iv) to demonstrate the correctness of the integrated data in field trials; (v) to apply, develop and publish standards for digital road networks; (vi) to determine legal measures for protecting data providers. This report describes the technical approach used, the management of the project including liaison and concertation activities, and the main events and achievements of the completed project.
