A transition from traditional paper-based publications to advanced digital and screen-based information products is likely to develop over the coming decades. It is of strategic importance for the future of the European information industry that European publishers become involved in this evolution. This article discusses the European Community's role in stimulating electronic publishing. The electronic publishing initiative under IMPACT 2 (Information Market Policy Actions) is outlined as is the proposed programme ARIES (Applied Research on Information-transfer and Enhanced Services). The aims of these programmes and the main focus of their activities are presented.
