Disks with the data of eleven hv lightning impulses and four step responses were prepared by the pilot laboratory (PTB) and sent to the participating laboratories for an evaluation of the relevant IEC parameters using their own software. The hv impulses were synthetic ones superimposed with noise, oscillations and overshoot. The step responses were both synthetic and experimental. The algorithms used by the laboratories to calculate the impulse and response parameters are described. The results show that most of the filtering and fitting methods applied to obtain smooth waveshapes are applicable only to full impulses with limited success. The peak values of most laboratories agree within +/- 1 % with the relevant reference values of the full and chopped test impulses. The spread of the front time values is rather large, and partially outside the tolerable IEC overall error of +/- 10 %. The agreement achieved by most laboratories for the response parameters is quite satisfactory, being within +/- 5 ns of the mean of T and T(alpha).
