This paper presents an overview of a meeting to discuss the future of IAEA safeguards. Suggestions were made as to how the Agency's safeguards system might be strengthened. The possibilities for reducing the cost of safeguards were also discussed and an expanded role for the IAEA was examined. The following common issues were also raised during the discussions: (i) the possible need to give more attention to the problem of undeclared activities; (ii) the role of state and regional systems of accountancy and control; (iii) the re-examination of the role of international plutonium storage (IPS).
