This paper gives a detailed account of the features which have been designed into the safeguards scheme for the Thermal Oxide Reprocessing Plant (THORP) at Sellafield (GB). The key elements of the safeguards approach are described and the concept of a network of safeguards measures at varying levels of independence is developed. The importance of ensuring transparency of operations and of the related plant generated operating data is underlined. Authentication measures, planned in all areas where information is obtained, are described.
