  • Community research and technological development policy : Major challenges for the Fourth Framework Programme of research and technological development of the European Union (1994-1998)


After reviewing the history of RTD and its impact within a global approach to European competitiveness, this document sets out the four main lines of action of the fourth programme: research programmes in the strict sense, dissemination of research results and the training and mobility of research workers. The objectives of RTD policy in different fields are to turn the European Union into an area without borders, in which transport, human potential, health and technology - clean technology in particular - will become important factors in the transition from an industrial society to an information society. The challenge in the long term is to create a Europe of intelligence in the fullest sense, where quality of life is the basis for sustainable development.
