The Euratom nuclear safeguards system
This paper provides an account of the history of safeguards in general and of Euratom in particular. A detailed account is provided of the objectives, legal framework and operation of the system. Cooperation with the IAEA is discussed with regard to the areas of follow-up procedures for anomalies, control of nuclear material in transit and definition of inspection objectives. Technological resources used to verify and control material are also outlined.
