This article deals with the measurements of fluctuations in tokamaks under extreme nonequilibrium conditions. The typical evaluation procedures for fluctuation measurements are described and the intensity of fluctuations and transport phenomena are discussed. Prominent fluctuation measurement techniques are presented including measurements from light emission, by cyclotron emission, by magnetic probes and electric probes. Neutral beam-plasma interaction, heavy ion beam and reflectometric techniques are also described.
