This paper discusses theoretical fusion research up to the present day and looks at the policy for the future. The area of transport in fusion devices and, in particular, tokamaks is examined. Theoretical and analytical theories of the trapped electron, ion temperature gradient and tearing modes are considered. Advances that have been made in this field of research are outlined, emphasising that the physical processes at work in magnetically confined plasmas must be understood so that further progress can be made.
