In the Eastern European regions, needing considerable industrial modernisation and faced with serious environmental problems, a scientific and technical cooperation effort can help to improve prosperity and the quality of life, both physical and social. In the new programme (for 1994-1998), these schemes form part of the Union's general scientific and technical system, and will now operate within it in a more formal way, and over several years. The presentation of the reasoning and mechanism of this cooperation is illustrated with examples, case studies, information and plans.
