A prediction of the Bethe level density parameters for nuclei far off the stable region is proposed using the equations of the BSC-theory. It is shown that for nuclei near A = 208 the shell effect is characterised by a ground state shift (shell gap). The level density systematics are extended to nuclei far off the stable region by taking into account that the level density parameter depends not only on A but also on its partition in N and Z. For this purpose the systematics of the nuclear temperature are presented.
