The paper reviews the obligations of the Euratom Treaty and the Regulation 3227/76 on plant operators as far as the requirements and the quality of the operator's measurement system are concerned. It then illustrates and reviews the important role of target values for measurement uncertainties for operators, laboratories and safeguards authorities. After an introduction to the basic concepts of independent verification and continuity of knowledge, a survey is given of the verification technology currently available to the Euratom Safeguards Directorate. Finally, current issues and future trends in research and development of safeguards verification technology are discussed.
