From 1989 to 1992 under the COST programme, thirteen countries (Finland, France, Germany, Greece, Ireland, Italy, the Netherlands, Norway, Portugal, Spain, Sweden, Switzerland and Yugoslavia), together with the European Community, undertook a research project into the logistics of freight transport. The COST 310 project aimed first to identify qualitative and quantitative changes, both present and future, in the relations between the production, distribution and transport sectors. This provided a vantage point from which to analyse the effects of the changes and to reveal tendencies that might conflict with the interests of private enterprise and the public sector. The ultimate aim was to set forth a series of measures and recommendations to all concerned, including producers, distributors, transport enterprises, governments and other public authorities, to make them aware of these tendencies and to prompt decision-makers to take action to steer them on a course more beneficial to society as a whole.
