This report presents the findings of the external panel of experts set up to carry out the mid-term evaluation of the European Commission's R&D programme TELEMAN. The evaluation covers the management of the programme to date, including its launch, project selection, negotiation and monitoring. It also reviews the activities of the programme including teleoperator components and sub-systems, integration of the former in research machines, and collaboration with a Users group, and looks at their achievements and impacts so far. A number of recommendations are also presented for the continuation of TELEMAN activity. The report includes an executive summary translated into all the official languages of the European Union.
