Abstract

Setting up a modern information system, or simply a database, represents the first step in implementing a strategic plan for the rational use of energy at the regional level. The features of such an information system should be a function of the ultimate objectives set by local authorities and related to its further uses and applications. In particular, with reference to the building sector, knowledge of the characteristics and performance of the building stock and of its development can be highly beneficial in launching building energy information and certification procedures, in managing energy savings and pollution abatement programmes and in supporting professional activities. The report presents a detailed description of the information system structure together with a discussion of the sources and the quality of data, of links and possible management applications by a local authority or utility, or industrial and consumers' associations.
