The Directive 82/501/EEC on the major accident hazards of certain industrial activities requires that members of the public liable to be affected by a major accident be informed of safety measures and how they should behave in the event of an accident. The public information requirements have been extended by the second amendment to the Directive (88/610/EEC, Official Journal of the European Communities L336, 7 December 1988). The guidelines developed at the JRC Ispra concern the items of information to be provided according to Annex VII to the amended Directive. Since research indicates that the means of communicating with the public is strongly determined by local cultural mores, the guidelines concentrate on the information content that is to be communicated.
