This report considers transborder telework issues within countries of the European Union. The heterogeneity of laws and regulations in the areas of employment legislation, social security and taxation constitutes a major barrier to its development. The possibility of a specific legal framework for transborder telework is considered. Specific measures in the field of telecommunications to reduce the frontier effect in tariffs would also lessen distortions to competition.
