This system's method of examining independent driving is explained. A survey of the assistance and incentives for drivers with special needs (DSN) to drive in various European and other countries is presented and DSN eligibility and licensing is examined. An overview of requirements for the driving task definition is also presented. Issues relating to people with special needs (PSN) as potential drivers, how a disability may become an ability, and the concept of residual ability are discussed. An extensive survey of available statistics in Europe for PSN and DSN is presented and expected changes in relation to DSN population are discussed. A general overview of car adaptations in relation to DSN requirements is then given and the role of car manufacturers (CMs) and car adaptation manufacturers (CAMs) is discussed. Comments are made on the requirements for standardisation and harmonisation and a survey of Community and national R&D work related to DSN is presented.
