Abstract

A prototype computer model with wide-ranging applications as a planning tool for the management of spent nuclear fuel has been tested. The model is a suitable tool for investigating general strategies and operational tactics for minimising the impact of spent fuel, considered in terms of cost, doses, accident risks, safety risks, maximum individual risks, health effects, or similar measures. The tool can be used for investigating how impacts are affected by pricing policy, facility siting policy, operational and process parameters, political constraints, and public perception (by application of weighting factors). The study demonstrates the use of the model in strategic studies, minimising the cost and dose impacts of transport of spent fuel in two basic scenarios, one reprocessing oriented and one direct-disposal oriented.
