Two important studies attempt to measure the impact of the EU's Framework Programme in improving competitiveness. The first report focused on the relationship between competitiveness and technology, on the artifacts produced as a result of projects and on the knowledge and skills gained. Particular attention was paid to additionality of EU support. The second report focused on the processes by which firms manage R&D and the exploitation of results. The extent to which partnership was necessary for project implementation was a major factor, while technology flows within firms depended largely on the interest and involvement of top managers.
