The irreversible local power exchange P between a linear rf wave and a strongly dispersive plane-stratified plasma is expressed in terms of the conductivity kernel. A nonresonant contribution due to an interaction of the wave with the diamagnetic drift motion of the plasma is identified, which can destabilise the wave. The equivalence of the condition P = 0 to a well-known marginal stability criterion is shown explicitly for the universal instability mode.
