Reflections on the indicators for vulnerability and their application to chemical hazards
The consequences of events considered by risk analysis may depend dramatically on the societal aspects of the total environment in which the events occur. The concept of vulnerability is introduced to index the effects of different milieu. The construction of indicators for the vulnerability of society and target groups to chemical hazards is examined, together with criteria for evaluation of the quality of such indicators.
