The EC accident notification scheme MARS is based on the requirements in Community Directive no. 82/501/EEC and amendments, to set up an accident database to collate information on major accidents in the industries covered by the Directive. The data supplied should be as exhaustive as possible, including events leading to the accident and consequences and emergency response. The contents of MARS are not public, but a public summary is published. It has been chosen to build the MARS database as a relational database using Superbase in a Windows environment. The platform for the program is a PC with DOS operating system. The database reflects the structure of the notification form and has five main parts: (i) report profile; (ii) short notification; (iii) full report of the occurrence; (iv) full report of the consequences; (v) full report of the response.
