Abstract

Melox is a large PWR mixed oxide fuel fabrication plant. Its nominal throughput is 115 tons of heavy metal per year, the equivalent of approximately 250 PWR fuel assemblies. The operations in the fabrication line in Melox are highly automated; all the nuclear material movements are computer controlled and all control and operating data are automatically generated, transmitted and treated. The purpose of this paper is to describe the organisation of the relationship between the operator and the Euratom Safeguards Directorate in both the project definition and implementation phases of the Safeguards scheme.
