Abstract

An evolutionary trend can be observed which leads big European utilities to extend their action in various service fields. Such evolution does not always combine the energy efficiency and environmental protection objectives with companies' interests but may be guided only by market forces and profit. In this scenario, the reduced power of central control is not always counter-balanced by an accrued power of local governments. This may occur through lack of information, resources or initiatives at local level. Local administrators therefore risk being excluded from decisional processes concerning the territory they are governing. A solution to this problem can be the creation of mixed economy companies with a commitment to management decision-taking.
