Lessons learned from mobilizing European cooperation in the construction and operation of the ELSA laboratory
This paper describes the experience gained in the construction and operation of the European Laboratory for Structural Assessment (ELSA). The advantages of mobilising international cooperation around a large experimental facility are discussed. The role of ELSA in the pre-normative projects for the calibration of the European pre-norms for construction (Eurocodes) is illustrated.
