Abstract

The European safeguards research and development association (ESARDA) is an association of European organizations formed to advance and harmonize research and development of safeguards. It also provides a forum for the exchange of information and ideas between nuclear facility operators and safeguarding authorities.

The structure of the Symposium sessions was characterized by a broad variety of topics ranging from political through technical to purely scientific contributions. Presentations came from safeguards authorities including Latin America and Russia, plant operators and scientists, as well as developers. Many of the papers presented were coauthored by operators, safeguards authorities and developers together.

ESARDA is an important forum where ideas and experience are exchanged on the widest possible basis with emphasis on the aspect of cooperation both on a national and on an international level. Many presentations focused on the need to think about safeguards on materials which were previously not under international control. The detection of undeclared materials and facilities is becoming highly relevant to international safeguards. This aspect may also have some impact on a future cut off verification. on.
