The directive 85/203/EEC regulates the nitrogen dioxide measurements in the monitoring networks of the European Union. This directive states that chemiluminescence is the analytical reference method and recommends permeation as the calibration reference method. However, seeing the diversity of the implemented techniques in the EU, the European Commission elaborated a common measuring programme with the following purposes:
proof of the reliability of the permeation during an extended survey;
assessment of the quality of measurements carried out by central laboratories and by network stations;
study of the equivalence of the primary standards implemented in the EU. U.
