The paper focuses on main issues being introduced in the new proposal for a Directive on the Control of Major Accident Hazards, such as: land use planning with respect to accident hazards to decrease the vulnerability of the environment into which the undesired event may develop its consequences; and the adoption of a Major Accident Prevention Policy (MAPP) to reduce hazards and likelihood of related accidents. It discusses how new requirements strengthen the socio-organizational aspects in the risk management process, and result in an increased transparency in risk decision with respect to public information and participation.
