Abstract

The European Commission has recently proposed a new Directive in the control of major accident hazards, called the COMAH Directive. If the Directive in its present form is accepted by the Council of Ministers, it will become necessary in all the countries of the European Union for certain establishments with major hazard potential to develop a Major Accident Prevention Policy, including a Safety Management System (SMS). This paper discusses the initiatives which have been taken in various countries over the last few years to develop guidelines for Safety Management Systems.
