Abstract

Research and technology development in advanced communications plays a major role in European policies for telecommunications and industrial development. The RACE programme, which started in 1988, has the objective to promote the competitiveness of the Community's telecommunications industry, operators and service providers. This in turn should provide the final users, at minimum cost and with minimum delay, with services that will sustain the competitiveness of the European economy. This mid-term report on phase II (1992 - 1994) of the RACE programme describes the stages in the implementation of new projects under the Third Framework Programme and the status of work in early 1994. The context and organisation of the programme are described, together with the evaluation and auditing involved. Links with other European actions are presented and future requirements and options for research in this field are also discussed.
