The momentum of integration is made by European social, economic and cultural actors who operate independently of national borders. This process of European integration is the principal basis for a new development model to stand up to the challenge of employment and growth. It is based on network-led integration, on the innovative capabilities of regions and local communities and on the benefits that are drawn from the existing diversity in Europe. This report presents the elements of current empirical and theoretical knowledge, which highlight the strength and quality of bottom-up integration in Europe. A series of Community initiatives which support a new development model are outlined.
