The Measurement and Testing programme (BCR) is a scientific programme of the European Commission which has the task of improving the quality of measurements which are of interest to the Community (the implementation of Directives or European norms, the elimination of technical trade barriers) in areas where the inability to measure accurately causes risk or damage to health and safety, environment or economy. The field of action of the programme covers all types of testing, measurements and analysis: metrology (intercomparisons between national metrology institutes); industrial metrology (for example, measurement of gas flows, micrometrology, mechanical testing, sound attenuation by ear protectors); analysis of food and agricultural products; biomedical analysis; analysis of industrial products; microbiology; environmental analysis. This paper describes the methods of interlaboratory studies used to improve the quality of measurement in the programme. In particular, PCDD and PCDF determination are described.
