This publication describes the activities implemented by the TACIS programme in Belarus. Negotiations are taking place between the European Union and Belarus towards signing a partnership and cooperation agreement. This will cover trade, movement of capital, services and people as well as arranging for cultural, economic and political dialogue. The main objectives of the TACIS programme in Belarus are to develop local skills and know-how required for economic reform by providing relevant advice and practical experience, and to encourage conditions favourable to private investment and the development of the private sector.
