Abstract

This publication aims to provide decision makers with relevant information related to policy making and policy assessment. The publication focuses on the issues developed by the working panel on policy impact including several aspects of policy initiatives and their impact on the development of a market for open and distance learning (ODL). The debate addresses several issues, ranging from the relationship between national and EU policies, and the new challenges for the subsidiarity principle, to policy assessment and evaluation and the role of broader policies which can affect the development of this market.
