The purpose of this report is to present the key scientific results achieved by the 30 projects plus the concerted actions and studies, within the Telematics for Flexible and Distance Learning Programme. The key results of the programme are presented under three main headings: improving access to learning facilities, meeting the increasing demand for cost-effective learning solutions, and improving quality, defining standards, understanding and stimulating the market. As well as the overall results of the programme, a summary of the purpose and key results are given for each of the individual projects.
